Pilot Development Work Has Begun At The Messoyakha Oil Field

The drilling of the first operating well at the Messoyakha field is underway. The well, which is due to be completed in July, will be 1,800 metres deep.

Gazprom Neft began preparation on the pilot development work at the Messoyakha site in May by drilling a well that will be used for water intake purposes. In addition to the four exploratory wells, a total of three operating wells and one water well will be drilled at each of the two cluster sites at Messoyakha in 2012.

Testing of the operating wells will commence in the summer of 2012, but full-scale development of the Messoyakha group will only be possible once construction of the Zapolyar?e-Purpe pipeline, which will carry some of the oil, is completed.

The results of the drilling will enable better understanding of the geological structure of the Messoyakha group and will be used to plan further exploitation of the oil field, as well as the pilot development of new sites and infrastructure.

MUMBAI (Reuters) - Shares of Cairn India dropped more than 6 percent after two sources familiar with the matter told Reuters its U.K. parent sold part of its stake to a clutch of institutional investors at a discount.

Cairn sold about 66.8 million shares in the Indian unit, offering the shares at 307.40 to 317.50 rupees according to a term sheet seen by Reuters on Thursday, below its 327.35 rupee closing price that day.

Cairn India shares were last down 6.4 percent at 306.40 rupees.

Citigroup was the book runner to the transaction, the sources said.

On Thursday, sources have told Reuters that the British oil explorer plans to sell about 3.5 percent of its holding in the company.

Last week, we told you the nominations for the Game Critics Awards, a ?best of E3? as decided by a panel made up of members of the largest, mostly North American video game publications. The results are now in ? and coming as no surprise to anybody at all, Naughty Dog?s The Last of Us has pretty much cleaned up.

The Last of Us not only won best of shows ? but bagged Best Original Game, Best Console Game, Best Action/Adventure Game, and Best Sound as well. Halo 4 and Dance Central 3 were the Xbox 360 exclusives that garnered awards ? with Halo 4 winning Best Online Multiplayer and Best Action, while Dance Central 3 won Best Social game, and Best Motion game. Predictably, Nintendo?s? Wii U nabbed best hardware. interestingly, though Ubisoft?s incredible looking Watch Dogs wasn?t playable, it did get a special commendation for Innovation ? as well as for graphics, along with Star Wars 1313.

First private space telescope may hunt asteroids

Citizens, defend thyselves. A private, non-profit organisation plans to launch a space telescope dedicated to finding deadly asteroids before they find us - a project that governments have been slow to take up.

The B612 Foundation - named for the asteroid that was home to The Little Prince - today announced their plan to build, fly and operate the first private space telescope: an asteroid hunter called Sentinel. The telescope will cost several hundred million dollars, which the foundation hopes to raise through philanthropic donations in the next six years.

"We think this is eminently doable," says Ed Lu, a former NASA astronaut and chief executive officer of B612, who compared the project to funding museums or concert halls. "Their donor base is local. Ours is global. This telescope will be owned by the people of the world."

A little nudge

The inner solar system is teeming with asteroids, millions of which cross Earth's path and are large enough to do serious damage on impact. Astronomers estimate that we have seen just 1 per cent of the asteroids larger than the one that leveled the forests of Tunguska, Siberia in 1908 - half a million are still out there, unseen.

The good news is, there are ways to nudge them out of our path - if we have enough warning. In 2005, Congress directed NASA to find 90 per cent of near-Earth asteroids 140 metres across and larger by 2020 - but a 2010 panel found that existing surveys weren't up to the job.

"Asteroids were being found, but no one was doing anything about what happens if we find one with our address on it," says Rusty Schweickart, emeritus chair of B612 and an Apollo 9 astronaut. "NASA is sort of falling off the edge of a fiscal cliff. We've got 99 per cent of the objects left to go, and unfortunately NASA is not going to be able to do it."

With the success of the SpaceX Dragon capsule, which recently became the first private spacecraft to dock with the International Space Station, and suggestions to mine near-Earth asteroids for minerals, privately funded space missions are becoming more realistic.

Looking out for us

Sentinel will conduct its mission to protect humans from meeting the same fate as the dinosaurs from a solar orbit about the same distance from the Sun as Venus. The 50 centimetre wide telescope will look outward towards the Earth and beyond, so that dangerous asteroids will always be fully lit. It will look in infrared wavelengths, where small asteroids that don't reflect much light can be detected by their heat.

The team hopes to launch Sentinel on a SpaceX Falcon 9 rocket in 2017 or 2018, and keep the telescope in operation for 5.5 years, taking four images of the night sky every 26 days. Lu predicts that it will find more asteroids in its first month than all previous telescopes combined.

"I think that's important, and it's something that we need," says Jose Luis Galache of the Minor Planet Center in Cambridge, Massachusetts. "Any telescope that's looking for asteroids is a good telescope."

Infrastructure is an organizational component that is often taken into account at the tail of projects. Infrastructural solutions require planning and offer the basic support for the rest of the organization.

In hospitals the main infrastructure is physical oriented. The route patients and visitors have to take (part of the logistical process) are long and depend on their treatment. Now, as the organization changes, the physical locations of surgery units, laboratories, care-units and consulting areas change frequently, the paths visitors have to select will also change. This is much like a supermarket where sometimes the fresh fruit products are at the end of the market, and sometimes the organization changes these to the entrance of the market.

In a hospital a change of locations of where the various specialists "operate" has to be signaled to clients. This is to avoid visitors asking: "where do I find the department of ..."

One way of doing this is my setting up navigation which displays where the specialists rooms are to be found. If these change however, all the signs need to be changed too and this requires a lot of work. It is also possible to change the medical name plates to numbers. Now when there are changes in locations only the main navigation "menus" must be updated which is a minor job.

This is all part of infrastructure, and it is only one element; the physical space and the communication. Other elements of infrastructure are: the communication network, the phone infrastructure, the Interactive voice response that is used at the reception and many more...

When organizing infrastructure an organization must think about requirements. These are not functional like those for the radiologist, gynecologist or surgeon, but these requirements are more general and they support the whole hospital organization.

Thinking about these general requirements is thinking about adjectives like: flexibility , security and availability. The above mentioned example of path indicators is a result of a requirement for flexibility. Then what is only missing is to define these requirements and match them to the infrastructural components. Taking in mind that some set of requirements may cause conflicts; more flexibility (mobile internet, mobile communication) may have a negative impact on the overall security.

Infrastructural requirements are a matter of finding the right balance.

Incumbent U.S. lawmakers fend off challengers in primaries

NEW YORK (Reuters) - Two powerful, incumbent lawmakers, hailing from opposite sides of the country and opposite ends of the political spectrum, fended off primary challenges from within their own parties on Tuesday.

Charles Rangel, a 21-term U.S. congressman and once-towering figure in New York politics whose stature was diminished by an ethics scandal, survived a vigorous challenge on Tuesday to win the Democratic primary.

In solidly Republican Utah, veteran U.S. Senator Orrin Hatch cruised to an easy victory Tuesday night against a Tea Party movement-backed challenger who managed to eke out enough votes at the state's Republican nominating convention to force a primary run-off there.

But a Tea Party favorite in Oklahoma, former Navy pilot and political newcomer Jim Bridenstine, scored an upset victory over the Republican incumbent in that state's 1st Congressional District, Representative John Sullivan.

Bridenstine, who flew combat missions in Iraq and Afghanistan, won 53.8 percent of the Tulsa-area district's vote, according to unofficial returns. He will face Democratic nominee John Olson and independent candidate Craig Allen in November.

Rangel, who has represented Harlem in the U.S. House of Representatives since 1971 and is a founder of the Congressional Black Caucus, was running against a crowd of younger politicians in a redrawn district that is now heavily Latino.

In a defiant victory speech in Harlem, he took a swipe at those who endorsed his opponents, especially the media, which he said had been "so hostile at times."

"If they didn't think after 42 years that I was the best qualified, I promise them that in the next two years they'll have no question about the fact that you elected the best," Rangel said.

Meanwhile Hatch, a 78-year-old stalwart of the Republican Party who was first elected to the Senate in 1976, commanded a decisive lead over former state senator Dan Liljenquist, who is 37. With 65 percent of precincts reporting, Hatch drew 66 percent of the vote, compared with 33 percent for Liljenquist, local media reported.

Heavily Republican Utah last elected a Democrat to the U.S. Senate more than four decades ago, so the victor in the state's Republican Party contest is usually considered the presumptive winner of the general election in November.

In the New York district that includes Harlem and part of the Bronx, Rangel's opponents included state Senator Adriano Espaillat, a Dominican-American who had strong Latino support, and Clyde Williams, who worked in the White House under former President Bill Clinton and got a boost when he won endorsements from the New York Times and the New York Daily News.

Rangel won 45 percent of the vote, topping Espaillat's 40 percent, while Williams took 10 percent, according to the New York Times.

"We came slightly short this time," Espaillat said, in conceding the race to Rangel.

In an interview earlier in the day, Williams swatted down talk that he might be angling to run in two years, after Rangel's presumed retirement.

"This is not about any time in the future. This is about right now," Williams said, adding that he was the only candidate talking about issues like unemployment, achievement gaps in education and disparities in health care.

On 125th Street, Harlem's commercial spine, many voters approached on Tuesday night - younger people in particular - said they felt it was time for a change.

"He's a legend. But he's everything that the Congress represents, which is complacency, just being too comfortable," said Salim Mhunzi, 27, a marketing strategist. He planned to vote for Williams who "knows how to maneuver with the DC crowd."

But others said they were solidly in Rangel's camp.

"He's been a staple in our community for years and years," said Thomas Berkley, a 53-year-old carpenter. "He's my guy. He's my man."

Once one of the most powerful members of Congress, Rangel now walks slowly through the halls of the Capitol with a cane.

The House censured him in 2010 for ethics violations, including failing to pay some income taxes, and he stepped down as chairman of the powerful tax-writing House Ways and Means committee. But he retained his seat in the 2010 election.

Elsewhere in New York, primary day brought few surprises.

In a Queens congressional district that is 40 percent Asian, Democratic state Assemblywoman Grace Meng won the primary. Meng will face New York City Councilman Dan Halloran, a Republican, in her bid to become the first Asian-American member of New York's congressional delegation.

And in central Brooklyn, state Assemblyman Hakeem Jeffries defeated City Councilman Charles Barron, a former Black Panther. The district is solidly Democratic and Jeffries, who touted his legislative achievements, is expected to glide to victory in November.

On the Republican side, Wendy Long, a lawyer who once clerked for U.S. Supreme Court Justice Clarence Thomas, won the three-person primary to take on Democratic U.S. Senator Kirsten Gillibrand in November.

Long's most formidable opponent was U.S. Representative Bob Turner, who last year won an upset victory in a largely Democratic district to replace liberal Congressman Anthony Weiner, who had resigned in a sex scandal. That district was later eliminated in the once-per-decade redistricting.

In a statement, Turner pledged to work with Long to "unite all Republicans and conservatives" to defeat Gillibrand.

And in South Carolina, both parties held run-off races for the state's newly drawn Seventh U.S. Congressional District

On the Republican side, attorney Tom Rice defeated former South Carolina lieutenant governor Andre Bauer. On the Democratic side, economist and university professor Gloria Bromell Tinubu defeated attorney Preston Brittain.

Philip Morris International: A Dividend Stock Best Avoided | The ...

Nothing is more detrimental to the long-term viability of an investment theme than its own success.? In the often circular logic that defines the market, profitable trades can only remain so as long as they are unpopular.? Once they are embraced by the investing public, prices have generally risen to a point that would make the trade unattractive to its original value-focused adherents.

It is thus with great sadness that I must recommend readers sell their shares of Philip Morris International (NYSE: $PM).? At current prices, this is a dividend stock best avoided.

When Altria (NYSE:$MO) spun off its international tobacco businesses and formed Philip Morris International in 2008, it was about as close as you could get to the perfect stock.? You had all of the standard bullish arguments for tobacco?recession-resistant demand, an addicted customer base, low marketing costs, high cash flows, etc.?but without the threat of crippling lawsuits from the U.S. tort system.

Philip Morris International was also uniquely positioned to take advantage of rising incomes in the developed world.? As consumers in key emerging markets such as China traded up from lower-quality domestic brands, the maker of Marlboro was uniquely positioned to benefit, and still is.

And finally?and perhaps most importantly?Philip Morris International was a dividend-producing powerhouse at a time when decent yields were hard to come by.?

It was the convergence of all of my favorite investment themes in one stock: a high-dividend sin stock with emerging market growth and brand cachet!

But no matter how great an investment looks, your long-term success is ultimately dependent on the price you pay. ?And the reason that tobacco stocks have been such great wealth-creation vehicles in recent decades is because they have been perpetually priced as high-dividend value stocks (see ?The Price of Sin?).

Let?s face it.? Tobacco is not a growth industry, not even in most emerging markets.? While smoking remains popular in many, market penetration hit the high-water mark a long time ago.? And as health awareness rises with incomes, the best the industry can hope for is gentle decline.

Knowing this, long-term investors tend to by tobacco stocks for one and only reason?the high dividends they offer.

Yet consider how Philip Morris International?s dividend stacks up with other consumer-oriented companies with large footprints in emerging markets.

?At current prices, investors can get a higher dividend yield in Johnson & Johnson (NYSE:$JNJ), Procter & Gamble (NYSE:$PG) and Unilever (NYSE:$UL), and Philip Morris International trades at a higher P/E ratio than all but Procter & Gamble.? And while each of these three examples has had its share of problems in recent years, the longer-term prospects for all are vastly superior to those for Philip Morris International.

Let me put it to you like this: 50 years from now, I suspect that Philip Morris International will still be selling plenty of cigarettes.? But I?m betting that Johnson & Johnson, Procter & Gamble, and Unilever are selling a lot more Band-Aids, razor blades, and shower gel, respectively.? I?m grossly oversimplifying the businesses of all three of these companies, but my point stands: Philip Morris International is only attractive if it is priced at a significant discount to mainstream consumer products companies like the ones mentioned in this article.

This condition does not hold today, which is why I must regrettably make Philip Morris International a ?sell.??

Investors looking for income these days still have plenty of decent options, even if reliable choices from years past are no longer as attractive as they might been. ?Many oil and gas master limited partnerships offer attractive yields, as do select specialty REITs.? Telecom and utilities stocks are also attractive.? But at current prices, investors might find Philip Morris International?s stock as dangerous as its products.

Summer of Code could create the next teen Tech Superstar

Nive Jayasekar, a 17 year old teen age girl, designed a Smart App at a local hackathon and walked away with a prize of $10,500.? She was also offered a summer internship at Facebook. Yes, THE Facebook. Facebook Wants To Hire This 17-Year-Old.

How does this happen? How is it that some folks seem to just make something out of noting? Or so it seems.? Where does the inspiration come from. Where is the spark that starts such a flame? Why is it that some folks seem to be on a rocket and others glued to the ground.? Time and experience has opened my eyes and I have come to realize that nothing happens overnight. Nothing.? There are always a set of circumstances, situations, seemingly random and unrelated, that add up lead you to a particular place.

Think about it.? Surely, that wasn?t her first day trying out apps as a lark. She had a variety (and abundance) of resources before her that made this opportunity available to her.? There is always a foundation to success and it starts at home.? This young woman?s road to being offered a summer internship at Facebook started a while back. And if you read the story very closely you see hints to her arrival.? Her parents obviously provide her a lifestyle that makes participating in this activity accessible. She has internet access. She has computer and IT sources available to her perhaps from school or her parents. And her parents are actively cultivating her intellectual capital by driving her from place to place to participate in these activities.? This story speaks volumes about the importance of home resources in creating children who are not only self-aware of their genius, but who also process the agency and drive to fulfill it.

I?m proud of this young lady and I am inspired by her story.? It inspires me to create opportunities for other young ladies, particularly those from disadvantaged communities to go the stars.? That?s why I support activities like this one

Black Girls Code is going on a? multi-city tour to teach young girls and boys how to code. They have an Indiegogo Campaign to help raise funds to make it happen. Success like Nive Jayasekar?s, has to start from somewhere.? But for so many young people (and their families) they don?t know where to start.? Summer of Code is addressing the foundational barriers for many young people: Awareness and Participation.

Awareness. Both students and parents have to be aware of the existence of these opportunities.? We can?t begin to cultivate a garden if we have no idea what herbs, fruits, or veggies are possible to grow in our plot. That?s what is happening to today?s urban (and rural) youth.? They have NO idea what?s out there or where to start or how to proceed or who to turn to for their own answers.

I once read a book, Supplementary Education: The Hidden Curriculum of High Academic Achievement by Edmund Gordon.

The idea of supplementary education is based on the assumption that high academic achievement is closely associated with exposure to family and community-based activities and learning experiences that occur both in and out of school in support of academic learning. For low income and some ethnic minority student groups, opportunities to participate in such activities are generally under-resourced and underutilized in comparison to the access to and participation in such activities by many European- and Asian- Americans from mid to high socio-economic backgrounds.

Like the book, I make the argument that supplemental education is the key to turning the tide to the achievement gap in this nation and for attracting kids from under-represented groups to the sciences.? How can expect more diverse participation in Hackathons, MakerFaires, Robotics Competitions, Science Fairs, Science Festivals, or Innovation Contests if people don?t even know what these thing are or that communities for these activities exist.

Participation. The next step is participating in these events.? Starting clubs, doing projects, working with mentors and sponsors. Attending events (en masse), signing up for competitions, and winning competitions. This means more than saying ?I want to do something? or ?I tried doing that once?. I means doing it and sticking with it.? It also means having family and community support to do it and stick with it. I?m speaking directly to adults on this one. We (parents, aunts/uncles, cousins, neighbors, pastors, teachers, club volunteers) have got to make it so that these kids/any kid can fully participate. Students need to be provided resources and tools to access these opportunities. They also need encouragement and support from adults. (Kudos to organizations like Black Data Processing Associates for their High School Computer Competition and the National Society of Black Engineers for their Pre-College Initiative Programs all over the nation.? They do this kind of work everyday.)

Though there are disparities between minority kids and white kids, the problem really is universal.? Very often, kids from lower socioeconomic status are on their own when it comes to preparing for life after high school.? They often cultivate their own interests in the sciences, technology, engineering, and mathematics (STEM).? They dabble and tinker and play, usually in isolation ? without a community of supporters to tell them that their hobbies are okay, even worthwhile.? And they have to be resilient, so resilient.

I can?t tell you how many kids (from the hood and the country) I?ve seen die inside from some adult randomly tell them that their interests in games, electronics, cars, animals, or (_insert hobby_), was a waste of time and foolish or that they weren?t ?smart? enough.? I saw the light of excitement get snuffed from their eyes, the flicker of self-propelled learning fade away.? Their whole lives were cut down simply because they were poor or because they were in the remedial classes or were Special School District kids or had a criminal record. It broke my heart to see someone on the verge of ?getting it? only to be deterred just before they rounded that corner.

The sad truth is, there is more out there working against these types of kids than for them.? Even if they had found their way to STEM and loved it, the odds are still against them ?making it?. By that I mean staying out of trouble (e.g. crime, having babies) or getting distracted (e.g. family/neighborhood drama, trying to keep a roof over their heads and foods in their bellies).? I?ve witnessed some kids get explicitly discouraged from doing anything big. ?Dreams, hopes, college. That ain?t for you!? It?s no wonder some kids don?t trust adults.? By and large, I think we have let so many of them down.

So when I see a kid who have persevered through that madness: the poverty and the negative attitudes, my whole spirit reaches out to compel them to continue, to succeed. Even for those that avoided or straight dodged close bullets they can get very close, but still be so far away. Application, participation fees, and or transportation can be enough to stall the whole train. This one was always my snag in the carpet that tripped me up.? In high school, I was accepted in a summer writing program at a college.? It seemed to be a competitive process. I?d stay on campus and take workshops from college English and Literature Professors.? The cost to attend was $500.? I didn?t have it. My parents didn?t have it. No one in my family had it. That was the end of that. It?s a typical example of how access to opportunity matters so very much.

I love that the Summer of Code will lay the foundation so that a new set of faces will dare compete in the next Big Brand Hackathon and take home the prize.? Join me in supporting them so that nothing will keep another kid from accessing the on ramp to STEM.

Charity Scandals in China Blamed for Steep Drop in Donations ...

Giving in China plunged by nearly 18 percent in 2011, with a raft of scandals involving charities contributing to the decline, according to the state-run China Daily.

Donations by Chinese individuals and corporations dropped from $9.5-billion in 2010 to about $7.9-billion last year, according to the annual report on giving by the Ministry of Civil Affairs.

Song Zonghe, a spokesman for the ministry?s China Charity and Donation Information Center, said financial controversies involving some well-known charities, including the Red Cross Society of China, have damaged public enthusiasm for giving.

The lingering global downturn could also be playing a role, with private companies ? which dominate giving in China ? donating less as exports decline, said Deng Guosheng, a professor at the School of Public Policy and Management at Tsinghua University in Beijing.
